Who has to meet barrier-free door requirements in Ontario

Two separate rule sets apply to doors in Ontario, and property managers regularly confuse them. The Ontario Building Code sets the physical requirements — widths, forces, thresholds, hardware. The AODA sets obligations for organizations, including how you serve people with disabilities and what you must do when you build or redevelop a public space. Most existing buildings are not required to rip out every door tomorrow, but the moment you renovate an entrance, you are usually pulled into the current standard for the part you touched.

The Ontario Building Code (Section 3.8)

Section 3.8 is the barrier-free design section. It governs the hard numbers at a doorway: minimum clear opening width, maximum force needed to open the door, threshold height, hardware type and the clear floor space you need on each side. It applies to buildings and to the barrier-free path of travel through them.

The AODA and Design of Public Spaces

The AODA's Design of Public Spaces standard covers newly constructed and redeveloped public spaces. The trigger word is redeveloped — a routine repair that maintains what is already there generally does not trigger it, but a genuine alteration to an entrance usually does. That distinction is where most owners get caught out.

You are most likely to face an upgrade when you change the use of a space, do a major alteration, replace an entrance assembly, or respond to a human-rights complaint about access. Planning for it before the permit stage is far cheaper than being told to redo a finished entrance.

Clear opening width — 860 mm minimum

This is the single most-failed requirement we find. The Ontario Building Code sets a minimum clear width of 860 mm for doorways in a barrier-free path of travel. Clear width is not the frame size and not the door slab size — it is the actual unobstructed opening with the door open, which means the door thickness, the stop and any projecting hardware all eat into it. A 32-inch door in an old frame very often measures short once you account for them.

How to check: Open the door fully and measure from the face of the door to the stop on the opposite jamb. That number — not the frame size — is your clear width. Anything under 860 mm needs attention.

Opening force — 22 N on interior doors

A barrier-free door has to be openable without significant strength. Closers on interior doors in a barrier-free path must be adjusted so the door opens with no more than 22 N applied at the handle, push plate or latch release. Exterior doors are allowed more because of wind and stack pressure, but a slammed-shut, over-tightened closer is the most common reason a compliant-looking door fails an inspection.

How to check: Hook a luggage scale to the lever and pull steadily. Over 22 N (about 5 lb) on an interior door on the barrier-free route and the closer needs adjusting or replacing.

Lever hardware — no knobs, no tight grip

Door hardware on a barrier-free route has to be operable with a closed fist — no tight grasping, no pinching, no twisting of the wrist. In practice that rules out round knobs and thumb-turn-only latches and points you to lever handles, push/pull hardware or panic devices. Hardware height matters too: it needs to sit in a reachable band, not up at old-fashioned knob height.

How to check: Try opening the door with a closed fist. If you cannot work the hardware without grasping or twisting, it does not meet the standard.

Thresholds — 13 mm maximum height

A raised sill is a genuine barrier for wheelchairs, walkers and anyone with an unsteady gait. Thresholds on a barrier-free route are limited to 13 mm in height and must be bevelled rather than square-edged. Exterior entrances are where this fails most often, because older weather sills sit far higher and get raised further every time someone shims a door to stop a draft.

How to check: Lay a ruler across the sill. Over 13 mm, or a square edge with no bevel, and it needs a bevelled or ramped threshold.
How we fix it: We fit low-profile bevelled thresholds and rebuild sills that have been shimmed over the years. Rotted or built-up sills are handled under exterior door frame repair.

Power door operators and push buttons

Where a door cannot practically meet the opening-force limit — a heavy exterior entrance, a vestibule with stack pressure, a fire-rated assembly — a power door operator is the answer. Getting the operator right is only half the job: the activation buttons have to be mounted in a reachable band around 900 to 1,070 mm, set back far enough that the swinging door will not strike the person who just pressed them, and wired so the door holds open long enough to pass through.

How to check: Stand at the button, press it, and see whether the opening door would sweep across where you are standing. Measure the button height while you are there.

Manoeuvring clearance around the door

A door can hit every dimension on paper and still be unusable if there is nowhere to stand. You need clear floor space on both sides, with extra room on the latch side so a person in a wheelchair can get alongside the handle and pull the door toward them. Vestibules are the classic failure: two doors set too close together leave no room to clear the first before reaching the second.

How to check: Stand beside the latch and try to pull the door toward you without stepping backwards into a wall, a railing or a second door. If you cannot, the clearance is short.
How we fix it: Sometimes the fix is hardware — a different swing, an offset hinge, a sliding or automatic leaf. Sometimes it is the frame. We assess both. See pivot hinge replacement.

Glazing, vision panels and visual contrast

Full-height glass entrances need visual markings so that people with low vision do not walk into them, and doors on a barrier-free route often need a vision panel positioned low enough to see a seated person on the other side. Contrast between the door, the frame and the surrounding wall is a low-cost fix that makes a real difference and is regularly overlooked in all-glass storefronts.

How to check: Look for markings on full-height glass at both standing and seated eye level, and check whether the door reads as distinct from the wall around it.

Closer sweep speed and delayed action

Opening force is only part of the story — how fast the door comes back matters just as much. A barrier-free door needs a slow, controlled sweep and, on many doors, a delayed-action setting that holds the door open briefly before it begins to close. Most closers already have the valves to do this. The reason so many doors fail is that nobody has adjusted them since installation, and a leaking closer cannot hold any setting at all.

How to check: Open the door fully and let go. If it slams shut in a couple of seconds, or drifts without latching, the closer needs adjusting. Fluid on the closer body means replacement.

Fire-rated doors that must also be barrier-free

This is where compliance gets genuinely difficult. A fire-rated door has to be self-closing and positively latching, which pushes opening force up — exactly the opposite of what barrier-free design wants. You cannot solve it by disabling the closer or propping the door. The proper answers are a rated power operator, an electromagnetic hold-open tied to the fire alarm, or a lighter rated assembly with hardware chosen for low operating force. How to check: Confirm the door self-closes and latches every time, then measure the opening force. If the two conflict, do not disable anything — flag it.

A rated power operator, or an electromagnetic hold-open tied into the fire alarm so the door releases and latches on alarm, lets the door stay easy to use while remaining self-closing and positively latching. Propping a fire door or disabling its closer is never an acceptable solution.
